KARACHI:?Forty-seven candidates, who cleared the recruitment process of the special education department, have gone to the court alleging their positions are being handed out to others.
The department had advertised for various vacancies in September 2012. To ensure transparency in recruitments, a committee was also formed to oversee the whole process. All the 47 petitioners had applied and were called for walk-in interviews. They were also declared successful. But instead of issuing their job offer letters to the short-listed candidates, the authorities are offering the letters to people, who did not even appear in the interviews, Siraj Hussain among others submitted in the petition.
The petitioners appealed to the court to declare the appointments illegal and stop the authorities from appointing such people. On Wednesday, Sindh High Court?s Justice Irfan Saadat Khan, heading a division bench, heard the preliminary arguments. The bench issued notices to the Sindh chief secretary, special education secretary and the auditor general to file their replies by January 24.
Political appointments
The same bench also sought replies from the provincial government regarding ?political appointments? being made in the reclamation and probation directorate and the remand home.
Muhammad Habibullah Khan and two officers of the directorate have gone to the court challenging the appointments made from grade 1 to grade 14.
On May 9, 2007, home department notified that for promotion there shall be a common seniority list of civil servants working from BPS-1 to BPS-4 with reference to the date of their matriculation certificate. In case more than one civil servant passed matriculation, one having the longer period of service was to be ranked senior.
The lawyer representing the petitioners stated that his clients were the senior most officers in the department but the authorities recently advertised posts of BPS-1 to BPS-14 in the reclamation and probation directorate and remand home. ?They are likely to appoint people having political background in total ignorance of rules and regulations,? he argued.
After the preliminary hearing, the judges issued notices to the Sindh chief secretary, home secretary, director of reclamation and probation directorate and the superintendent of the remand home for January 17 to file their comments.
